Fiscal Year 2012 Budget Highlights

On February 14, the President released the fiscal year (FY) 2012 budget request, which includes $559.6 million for the National Ocean Service (NOS). The NOS request reflects a net decrease of $19.1 million from the FY 2010 enacted budget.

This budget request supports NOAA’s efforts to strengthen oil spill response and restoration research and development, implement the U.S. Integrated Ocean Observing Systems (IOOS®) Surface Current Mapping plan to monitor near-shore currents using High Frequency (HF) Radar, implement national Coastal and Marine Spatial Planning, advance regional ocean governance, maximize mapping data collection efficiencies, and assist fishing-dependent coastal communities.

NOAA icon Strengthening Oil Spill Response and Restoration Research and Development +$2.9M: These funds will develop an oil spill research and development external grants program. This program will develop strong leadership in oil spill, response, assessment, and restoration research. Applying the latest science and continuing research and development will improve NOAA’s response decisions, thereby reducing the severity of oil spill injuries and impacts to our Nation’s economy, communities, and environment. The funds will be coordinated with Interagency Coordinating Committee for Oil Pollution Research (ICCOPR) as well as the National Oceanographic Partnership Program (NOPP) to avoid duplication of research with other federal agencies.

NOAA icon IOOS Surface Current Mapping + $5M: This increase will implement the U.S. IOOS® Surface Current Mapping plan to monitor near-shore currents using High Frequency (HF) Radar. HF Radar surface current measurements support oil spill response, national defense, Homeland Security, U.S. Coast Guard Search and Rescue (SAR) operations, PORTS®, marine transportation, water quality pollutant tracking, and harmful algal bloom (HAB) forecasting.

NOAA icon Coastal and Marine Spatial Planning +$6.8M: This funding will support the development of an agency-wide capability to conduct comprehensive Coastal and Marine Spatial Planning (CMSP). This increase will fund activities that address NOAA’s diverse place-based stewardship and marine transportation mandates and provide the foundation necessary for effective data integration and regional capacity building. These funds will fulfill a critical role in implementing the National Ocean Policy and NOAA’s Next Generation Strategic Plan (NGSP), and will enable balanced use of our oceans and coasts so that valuable ecosystem services and economic investments in coastal industries, transportation, and related businesses can be sustained for this and future generations.

NOAA icon Regional Ocean Partnership Grants +$20.0M: This funding will establish a competitive grant program to support regional ocean partnerships. The program will help support the development and implementation of priority actions identified in plans of regional ocean partnerships. Support will include the development of comprehensive Coastal and Marine Spatial Plans to help regional planning bodies and stakeholders visualize different options, benefits, and challenges of various use scenarios to prevent use conflicts before siting and permitting decisions have to be made — saving time and money.

NOAA icon Integrated Ocean and Coastal Mapping + $1M: This will fund Integrated Ocean and Coastal Mapping (IOCM) Data Processing to support implementation of the Ocean and Coastal Mapping Integration Act (OCMIA) of 2009. This enhanced effort will enable NOAA to accept mapping data from a variety of sources, manage these data with advanced systems, and produce and deliver quality-assured products to support both navigation and non-navigation (e.g., recreational, commercial) requirements.

NOAA icon Working Waterfronts + $8M: These funds will create a working waterfronts grant program. This program will assist fishing-dependent coastal communities adversely affected by changes in the fishing industry on which they depend. This program will assist distressed or at-risk fishing communities by providing resources for communities to engage in planning, capacity building, and other activities.

NOAA icon Coastal Ecosystem Science +$2M: This increase will allow NOAA to expand the Mussel Watch program and to refresh laboratory equipment at the National Centers for Coastal Ocean Science (NCCOS). Program scientists and NOAA's existing Mussel Watch partners will establish monitoring sites in coastal areas currently underrepresented, and will increase sampling, monitoring, and analysis of pollutants at existing sites. In addition, NOAA will invest in new laboratory equipment to maintain NOAA's leadership in coastal and ocean ecosystem science. This funding will also allow NOAA to assess, understand, and predict the connections between the condition of oceans, coasts, Great Lakes waters, and human health while providing information focused on reducing current and future risks to public health.
