NOAA's National Ocean Service (NOS) held six constituent meetings in 2005 on key program activities, and the agency's strategic vision to be the Global Leader in Integrated Management of the Ocean. Hosted by Assistant Administrator Dr. Richard Spinrad, the roundtables provided a timely opportunity to discuss NOS's contribution to NOAA's role in executing the U.S. Ocean Action Plan, announced by the White House on December 17, 2004, and related issues addressed by the U.S. Commission on Ocean Policy in its September 2004 Report.

The U.S. Ocean Action Plan (January 27, 2005)
The first roundtable focused on NOS's contribution to NOAA's role in executing the U.S. Ocean Action Plan, announced by the White House on December 17, 2004 in response to the U.S. Commission on Ocean Policy Report. The roundtable also provided an opportunity to discuss related issues, including state and local activities, and the outlook for the 109th Congress.

Coral Reef
Conservation Partnerships (February 28,
2005)
The NOAA roundtable on coral reef conservation focused on partnerships with states and territories, NGO's, scientists, fishery management councils, and others who are working to address the threats to corals reef ecosystems. The meeting also highlighted the implementation of Coral Reef Local Action Strategies, which were identified as a priority issue in the U.S. Ocean Action Plan. The roundtable was held in conjunction with the U.S. Coral Reef Task Force Meeting in Washington, D.C.

Living on the Edge (March 10, 2005)
The "Living on the Edge" constituent forum was held in conjunction with the 2005 Ocean and Coastal Program Managers' meeting in early March. The forum focused on regional activities, including state and local efforts to promote coastal stewardship, and the role of regional observation systems in providing ocean and coastal information to resource managers and the public.

Executing a National Ocean Policy
(April 15, 2005)
The April roundtable focused on current ocean policy issues, including the Committee on Ocean Policy and the U.S. Ocean Action Plan. The meeting also provided a timely opportunity to discuss related legislative and budget priorities, state and local activities, and NOAA Ocean Service initiatives.

Promoting Lifelong Ocean Education
(June 3, 2005)
The June 3, 2005, roundtable, co-hosted by NOAA's Office of Education and Sustainable Development, focused on NOAA's outreach and education activities and the agency's role in promoting greater public understanding of oceans. The participants discussed what their organizations were doing to communicate ocean issues to the public and explore new opportunities to promote coastal stewardship through partnerships among interested parties.

Dialogue Session with Dr. Richard Spinrad (July 21, 2005)
As part of the Coastal Zone '05 Conference in New Orleans in late July, Assistant Administrator Dr. Richard Spinrad hosted a "dialogue session" with conference participants and local stakeholders. The forum provided a timely opportunity to discuss NOAA's role in executing the U.S. Ocean Action Plan, and in supporting the emerging Gulf of Mexico Alliance. The dialogue session addressed NOAA's role in the development of an integrated ocean observation system and other issues of interest to participants.

NOS strives to enhance the sustained use of the nation's oceans and coasts, including safe marine commerce, and other commercial, recreational, and conservation uses and is poised to respond to the challenges ahead.
